How can online hate speech be stopped? Legal considerations and best newsroom practices.

Background

The proliferation of hate speech in mass media, online violence against journalists, and rapid distribution of fake news have raised concerns regarding the future of democracy. How can hate speech be contained without affecting the freedom of expression? Is legislation a solution?  Which are the best newsroom practices?
